London requirements

What London Asks of your Building Services

London asks more of building services than most UK planning authorities. These are the requirements that shape MEP design on London schemes, what each means for you, and what we deliver.

Building Safety Act 2022Applies to Buildings 18 m+ or 7+ storeys with at least two homes

Higher-risk buildings and BSR gateways

What it means for your scheme

Higher-risk buildings get building control approval from the Building Safety Regulator. Gateway 1 applies at planning through a fire statement. At Gateway 2, before construction starts, the full design, building services included, has to be submitted and approved. Gateway 3 reviews the as-built information before the building can be occupied.

Changes during construction go through formal change control, and the information is kept as a golden thread for the life of the building.

What EDC delivers

  • MEP design information packaged for Gateway 2 applications
  • Smoke control design, including CFD analysis for corridor and car park extract
  • Controlled change management during construction
  • Golden thread documentation through to Gateway 3
How we work

When to bring in your MEP engineer, and what you get at each stage

We work to the RIBA Plan of Work, the same stages as the rest of your design team. The earlier we are involved, the more cost and risk we can design out.

  1. RIBA Stage 0-1

    Strategic definition and brief

Before design starts, we check what the site can support and what the scheme will need.

    • Utilities and capacity review
    • Plant space and riser allowances
    • Energy and carbon targets
  2. RIBA Stage 2

    Concept Design

The big decisions: heat source, energy strategy and where plant goes. Getting them right now avoids redesign later.

    • Energy strategy options
    • Overheating risk review
    • Plant and riser layouts
  3. RIBA Stage 3Planning

    Spatial coordination

A coordinated MEP design and the reports your planning application needs, usually submitted at the end of Stage 2 or 3.

    • Energy statement
    • TM59 overheating assessment
    • Whole life carbon inputs
  4. RIBA Stage 4Gateway 2

    Technical design

Full technical design and specifications. For higher-risk buildings, the MEP information the Building Safety Regulator needs before work starts.

    • Technical design and specifications
    • ISO 19650 BIM model
    • Gateway 2 information
  5. RIBA Stage 5

    Construction

We stay involved on site to protect the design intent, review contractor proposals and manage change.

    • Installation drawing packages
    • Site inspections
    • Change control
  6. RIBA Stage 6Gateway 3

    Handover

Commissioning is witnessed and the as-built information assembled for handover and, for higher-risk buildings, Gateway 3.

    • Commissioning witnessing
    • O&M manual review
    • Golden thread information
  7. RIBA Stage 7Be Seen

    Use

Energy performance in use is reported under the London Plan's Be Seen requirement, and we help close the gap between design and reality.

    • Be Seen reporting support
    • Seasonal commissioning
    • Performance review

Questions developers ask us

Straight answers to what we're asked most about MEP design on London schemes.

As early as RIBA Stage 1 or 2. The heat source, plant space, riser routes and energy strategy shape the architecture, and they need settling before a planning application. Appointing late usually means redesign, lost floor area or a weaker planning submission.
